2017年6月7日，总统特朗普透过一则Twitter讯息宣布，将提名雷为联邦调查局长。[4]
2017年8月1日，参议院以92-5表决通过由雷出任联邦调查局长。[5]
克里斯托弗·雷在参议员情报听证会上说道“我们试图去做的一件事是不仅把整个政府层面当作中国威胁，而是整个社会。然后我认为这需要用我们整个社会来回应。”[6]
