国际档案理事会（英语：International Council on Archives，法语：Conseil international des archives，简称ICA）是一个国际非政府组织，其目的是促进档案和档案保管员的国际合作。它成立于1948年，由时任法国国家档案馆的馆长查尔斯·萨马兰担任主席，并且成员资格向国家和国际组织、专业团体和个人开放[1]。2015年，它集合了199个国家和地区的约1,400个机构成员。其使命是促进世界档案的保护、开发和使用。
