海盗党（英语：Pirate Party）是世界范围内具有相同或相似意识形态政党所使用的名称。[1]海盗党支持公民权利、直接民主（包括电子民主）或参与式政府；提倡改革著作权和专利法规，使其以更加灵活和开放的方式激励创新和创造；鼓励使用自由和开源软件；倡导知识共享（自由内容和开放获取）；赞成信息隐私、公开透明、信息自由、言论自由、反政治腐败、网络中立，并反对大规模监控、内容审查及科技巨擘。[1][2][3][4][5][6]

海盗党的自由意志主义哲学是基于互联网为一个公共空间，每个人都应该有权平等地访问它；他们认为政府与信息技术大企业的干预侵犯了人们在没有恐惧与胁迫的情况下按照自己意愿生活的权利；公民应当有权自由且不受限制地表达自己的意见，即便这些意见有争议或不受欢迎。海盗党所关注的这些理念与公民自由意志主义者及网络自由意志主义者相一致[7]，这使得它们成为其争取个体自由的强大盟友。
虽然海盗党这个名称最初暗指网络海盗，但在成员们的努力下使得其与一切形式的海盗联系到了一起，从海盗电台到海盗黄金时代。海盗党通常被认为超出经济左右翼的光谱外或被认为具有相关背景的吸引力。[8]
