《维也纳外交关系公约》（英语︰Vienna Convention on Diplomatic Relations[4]），规范的缩写为VCDR[5]，是一项界定独立国家间外交关系框架的国际条约。[6]条约目的是创建一套统一的外交规则，使外交官能够在不担心受到东道国胁迫或骚扰的情况下履行职责。[7]

《维也纳外交关系公约》构成了外交豁免权的法律基础。该公约被广泛地视为现代国际关系的基石[8]，于1961年4月18日于联合国外交往来与豁免权会议中采用[9]，它被认为是联合国起草的最成功的法律文书之一。[10]
条约于1964年4月24日正式生效[11]。截至2018年10月，已有192个国家批准了该公约[3]。
