该片的发展起自2017年1月，乔尔·科恩及伊桑·科恩将与Annapurna Pictures合力制作多段式电视剧《巴斯特·斯克鲁格斯的歌谣》[7]。直到8月，Netflix取得了该剧共6集的发行权[8][9]。该项目是一部西部背景的短篇作品，由科恩兄弟花了超过二十五年的时间撰写，而现今的版本在情绪与主题上已和以往有所不同[10]。

2017年7月起至2018年初，演员詹姆斯·弗兰科、佐伊·卡赞、泰恩·黛莉（英语：Tyne Daly）、威利·华生（英语：Willie Watson (musician)）、拉尔夫·伊尼森、提姆·布莱克·尼尔森、史蒂芬·鲁特、连姆·尼森及布莱丹·格里森都加入了该片的演出[3][4][5]。

主要拍摄于2017年夏季起在内布拉斯加州潘汉德尔（英语：Nebraska Panhandle）进行，并征求“平凡”的内布拉斯加人作为临时演员[11]。部分的拍摄作业也选在新墨西哥州，科恩兄弟先前也曾在此拍过《老无所依》（2007年）和《大地惊雷》（2010年）[12]。

2018年7月，据报导，原本作为有限的剧集发行的《巴斯特·斯克鲁格斯的歌谣》已被改编成一部长片，同时也保留了其多段式的模式[2]。
