转移注意力国际关系学中的一个概念,是指一个国家的领导人为了分散国内人民对国内问题的关注而发动对外侵略战争。当一个国家国内局势不稳时,一个领导人为了提高自己的声望可能会铤而走险发动战争。[1] 虽然成功的几率很小,但一旦成功,对于该国的领导人来说他将获得高额回报[2]。不过国际关系学领域的学者们尚未就该理论的准确性达成共识[3]
