Commonwealth 这一名词被美国五十个州中的四个做为正式名称采用。“Commonwealth”是传统英语中为共同利益而建立的政治共同体[1]。这四个州分别是肯塔基州[2]、马萨诸塞州[3]、宾夕法尼亚州[4]与维吉尼亚州[5]。在美利坚合众国组成之前，这些州份都是英国殖民地（虽然肯塔基当时并非独立实体，而是维吉尼亚的一部分）因此，这些州份在法律与制度上都被英国普通法系影响很深[6][7]。
