长谷川毅

出生于东京都，先后就读东京都立武藏丘高等学校、东京大学教养学部，其后取得华盛顿大学博士。1976年取得美国国籍。曾担任北海道大学斯拉夫研究中心（现・北海道大学斯拉夫・欧亚研究中心）教授、现在是加利福尼亚大学圣塔芭芭拉分校历史系教授。

是美国研究日俄关系的权威之一。英文で书かれたものと日本読者向けに和文で出版されたものについては、内容が微妙に异なる个所が散见される。在有关太平洋战争末期美日苏三国关系的著书Racing the Enemy（日语版为‘暗闘’）中，认为苏联对日宣战布告比起美国投下原子弹对于促使日本投降发挥更大作用，引起学界讨论[1]。
