2019年阿根廷及乌拉圭大停电

2019年阿根廷及乌拉圭大停电（或称2019年南美大停电）发生在6月16日，乌拉圭全国、阿根廷大部分地区、巴拉圭部分地区出现停电，一共造成4800万人受影响无电力供应[1][2]。

阿根廷能源部长古斯塔沃·陆皮特基（英语：Gustavo Lopetegui）表示6月16日上午7时07分（UTC-3），国内的电力网突然“崩溃”[3][2]。据知故障发生在阿根廷互联系统（英语：Argentine Interconnection System）[4]。今次停电造成4800万人无电力供应[5]。阿根廷几乎全国都受影响（除了国内极南的火地群岛以外），乌拉圭更是全国停电，连同巴拉圭部分地区也有停电的情况[3][4]。部分媒体报导指智利局部地区[2]和巴西南部[2]也受此大停电影响，但两国政府先后否认[6][7]。

阿根廷配电商Edesur在早上7时50分于推特宣布阿根廷和乌拉圭因此次事故，而全国停电[3]。铁路和地铁的列车服务受阻，但空中交通则不受影响[3][8]。Edesur表示当日早上10时前已经恢复布宜诺斯艾利斯部分地区的供电[8]，同时指出可能要不少时间才可以令供电全面回复正常[2]。下午1时半前，乌拉圭国内的75%电力服务已经恢复[9] 。下午3时，阿根廷国内5万人的电力已经恢复正常。乌拉圭国营电力公司UTE（英语：UTE）亦在推特确定内格罗河以北地区、沿岸城市和乌拉圭的大都市区的电力服务已修复好[10][5]。黄昏前，阿根廷98%的电力服务已经回复正常[11]。

6月17日，阿根廷和乌拉圭绝大部分地区已经恢复电力供应。阿根廷总统毛里西奥·马克里承诺将会进行全面调查。阿根廷媒体引述政府消息指出，是次大停电与渣斯利塔水坝（英语：Yacyretá Dam）供电到电网时出现故障有关[8]。

由于饮用水供水系统受大停电影响，阿根廷国内最大水公司（英语：Water supply and sanitation in Argentina）之一的“阿根廷食水与卫生公司（西班牙语：Agua y Saneamientos Argentinos）”警告没有电力供应的市民限制用水量[8]。

大停电亦导致阿根廷的省长地方选举受影响，选民要在黑暗中投票，部分人用手机作光源。国内亦有部分省份的选举延后举行[8][12]。

由于医院的后备发电机令电力运作维持正常，当局敦促依赖家庭医疗设备的病人到当地医院就诊[12]。

在阿根廷，此次停电影响到全部的省除去火地岛和科尔多瓦省的提契诺（西班牙语：Ticino (Córdoba)）。

阿根廷供电商Edesur（西班牙语：Edesur）于7:50在推特上公告在阿根廷和乌拉圭发生大规模停电的原因为一个意外。此次停电影响到布宜诺斯艾利斯地铁、火车系统、交通系统、加油局、商店等，却没有影响到航空业。[13][14][15]

阿根廷政府（英语：Government of Argentina）与供电公司Edesur（英语：Edesur）都就今次大停电展开调查[16]。阿根廷能源部长陆皮特基表示大停电不太可能是因网络攻击而起[17]。

阿根廷一名独立能源专家将大停电归咎于国家能源基建的“系统操作和设计错误”[12]。实际上阿根廷电力设施老旧、供电网年久失修已是多年顽疾[18]。

初步的调查报告指出，一条500kV电缆因短路脱扣。之后，另一条500kV电缆因不明原因脱扣，引发大停电。[19]
