切斯特·欧文·巴纳德（英语：Chester Irving Barnard，1886年11月7日—1961年6月7日）是美国企业高阶管理人员、公共行政人员、管理学理论和组织研究开创性著作的作者。他在1938年出版的具有里程碑意义著作《经理人员的职能》中提出了组织理论和组织中高管的职能。
