CHINESE WIKIPEDIA COMMUNITY SUBMISSION ON THE DEPLOYMENT OF HTTPS BY DEFAULT FOR LOG-IN AND LOGGED-IN USERS

According to an announcement, Wikimedia Foundation is pushing forward to protect the privacy of readers and users by expanding the usage of HTTPS on-site. The community of Chinese Wikipedia AGREES with that goal, but DISAGREES with particularly one measure: "Redirecting to HTTPS for log-in, and keeping logged-in users on HTTPS".

We believe that such measure will create an obstacle for all users in Mainland China to contribute Wikipedia. Under the censorship from the Chinese government (People Republic of China), Chinese Wikipedia had been partially or completely blocked from visit in Mainland China from time to time. The censorship was once eased after 31/07/2008, prior to the opening of the Olympic Games. But since 31/05/2013, the Chinese government has blockaded port 443 (default port numbers for HTTPS) of ALL Wikipedia site (*.wikipedia.org), along with the loading site (upload.wikimedia.org).

Wikipedians in Mainland China responded to the renewed censorship in different ways. Most are forced back to HTTP log-in and editing. Few are fortunate to know how to bypass the firewall successfully through an open proxy server, or by some proxy software such as GoAgent. But these "bypassers" cannot log-in or editing until they are exempted from the Wikimedia IP block.

Under such unfortunate circumstances, forceful redirecting users to HTTPS for log-in, and logged-in users on HTTPS, will stop most (if not all) Wikipedians in Mainland China to log-in their account. Repeated failure of logging-in will also discourage new users from Mainland China to join Wikipedia, as they are assumed to be unfamiliar with the situation.

Therefore, the community of Chinese Wikipedia feared that the expansion of HTTPS on-site maybe devastating to the community itself. A large portion of readers and editors in Chinese Wikipedia are living in Mainland China. According to an account (date 01/03/2012 – 28/02/2013), 18.7% of editing in Chinese Wikipedia are from Mainland China. As the new HTTPS measure will increase difficulties for veteran editors and reject newcomers, we believe it will trigger a negative chain reaction. The community will shrink. The number of editing will face a downfall. Fewer articles will be written. The overall development of Chinese Wikipedia will eventually be slowed down. Furthermore, opinions from Wikipedians in Mainland China may be excluded from policy making within the community, simply because they cannot visit it. Promotion of Wiki projects in Mainland China will also be harder because of the log-in issue.

It is also worried that the new HTTPS deployment may instead be harmful to the privacy of Wikipedians in Mainland China. Excluding the few "bypassers", these Wikipedians can still contribute Wikipedia on HTTP, but only logged-out. Their full IP address will thus be exposed to the public on the history pages, and no privacy is left.

We understand that Wikimedia Foundation has no intention to stop people log-in their account. The Foundation is also not ultimately responsible for our difficulties. After all, it is a scenario created by government censorship. We are just asking the Foundation to be considerate regarding to the unique situation in Chinese Wikipedia.

We suggest:

  1. Suspend "Redirecting to HTTPS for log-in, and keeping logged-in users on HTTPS" for the time being, OR if possible, exempt users in Mainland China from HTTPS by default through network identification.
  2. Identify a user's capability to log-in their accounts on HTTPS. Notify the incapable users that there is a second option on HTTP, and make sure the message is successfully delivered.
