巴拉卡核能发电站
巴拉卡核能发电站（阿拉伯语：محطة براكة للطاقة النووية）又译为巴拉卡核电站，为阿拉伯联合酋长国及阿拉伯半岛首座核能发电站，也是阿拉伯世界首座商业运转的核能发电站，由4座APR-1400核能反应堆组成（1座商转中，1座已完工待运转，2座已大部分完工），总装机容量为5,600兆瓦（MW）[2]，预计供应阿联酋地区25％的能源需求。[3][4]位于阿布扎比达夫拉地区，位处波斯湾海岸线与E11公路之间的腹地，约在鲁瓦斯以西约50公里处。[5]

2009年12月，韩国电力公社所领导的团队以200亿美元的价格赢得阿联酋核能公司的竞标，两公司合作于阿拉伯联合酋长国建立首座核能发电站，而巴拉卡被选为厂址，并陆续建造4座APR-1400核能反应堆，第一机组反应堆原计划于2017年开始供电，但因安全及管理问题导致多次延期。[6][7][8]
2011年3月14日，核能发电站在时任大韩民国总统李明博出席下举行动工仪式，[9] 2012年7月18日下午[10]，尽管在福岛第一核电站事故发生后有人提出延期，第一机组仍较原订时间2012年底提早开始施工。[11]2013年5月，预计需耗时5年的第二机组开始施工[12]；2014年9月，第三机组浇筑核能反应堆的首批安全壳混凝土[13]；2015年9月，第四机组开始动工兴建。[2][14]
2011年《彭博社》报导称，核电站在达成详细的融资协议后，总兴建成本定为300亿美元，其中包含100亿股权、100亿输出信用机构债务和100亿银行、主权债务，而韩国可能自银运、维护和燃料供应合同中再获取200亿美元的收益。[15]
2014年，第一机组的反应堆压力容器自韩国运达巴拉卡并交付施工现场，而第三、四机组反应堆的现场准备工作开始。[16][17]2015年1月，第一机组反应堆的安全壳建筑完工。[2]
2015年3月，阿联酋核能公司向联邦核能管理局申请第一、二机组的运营许可。[18]2015年9月，第四机组浇筑首批混凝土，1.8万多名人员随后投入该机组的建设。[19]
2017年12月，反政府组织胡希运动宣称向巴拉卡核电站发射了一枚巡航导弹，但阿联酋当局表示未发现任何导弹飞往阿联酋。[20]
2018年3月《路透社》报导指出，核电站的总兴建成本已精简至244亿美元，但因人员培训问题导致联邦核能管理局拒绝授予运营许可，核电站第一机组在2018年宣布完工后，预计延期至2019年底或2020年才可正式启动。[21][22]2020年1月，核电站宣布将在该年的第一季度开始填装燃料，较原计划的2017年8月延迟了约2.5年，联邦核能管理局在审查报告中提出400项缺失，并要求修正各种技术、组织和管理问题。[注 1][23]
2020年2月，联邦核能管理局批准第一机组的运营许可[5][24]；同年3月，阿联酋核能公司宣布完成第一机组的燃料填装工作，将在开始供电前对系统进行测试。[25]
2020年8月1日，巴卡拉核电站第一机组正式启动运行，第二机组也已完工待启用商转，而第三、四机组亦即将竣工，[26][27]该核能发电站成为阿拉伯地区首座投入使用的核电站，阿拉伯联合酋长国成为继以色列和伊朗后，中东地区第3个具有核能力的国家。[28][27]阿联酋核能公司首席执行长穆罕默德·易卜拉欣·哈马迪（Mohamed Ibrahim Al Hammadi）表示反应堆的启用对阿联酋来说是一个真正具有历史意义的时刻[29]，阿布扎比酋长国王储穆罕默德·本·扎耶德·阿勒纳哈扬则在推特推文庆祝第一机组的启用[26]，国际原子能机构阿联酋代表哈马德·阿尔卡比（Hamad Alkaabi）亦推文表示这对提供阿联酋新的洁净能源而言是历史性的里程碑。[1]
2020年8月19日，巴拉卡核电站第一机组首次并网发电成功[30][31]，而核电站的整体完工率也达到94％。[32]2021年4月1日巴拉卡核能发电站开始商转。[33]第二机组则于2022年3月24日开始商转。[34]

2019年3月，卡塔尔就巴拉卡核能发电站向国际原子能机构提出申诉，表达其对该电厂的安全性和缺乏与周围国家和地区的合作感到担忧，并认为该电厂对区域稳定和环境构成严重威胁[41]，而阿联酋则否认巴拉卡核电站存在安全问题，并表示核电站遵守核安全的最高标准。[42]
