方志恒

方志恒（1978年12月5日—），香港政治学者，现任台湾国立中山大学社会科学院教授。[1]他曾创办多个香港民间团体。

方志恒于2001年香港中文大学政治及行政系毕业后，即加入香港政府任行政主任，直到2007年离开公务员队伍投身学术界，先在香港城市大学专上学院社会科学部担任全职讲师，并于2012年香港城市大学公共政策学系博士毕业。[2]。[3]

博士毕业后，方志恒于2013年加入香港教育大学亚洲及政策研究学系任助理教授。2015年，方志恒和吕大乐于香港教育大学创办香港研究学院，建立香港大专院校中首间专门推动香港研究的学院；其间，方志恒升任副教授，并担任香港研究学院的副总监。[4]。

2022年8月，方志恒出任台湾国立中山大学社会科学院教授。

社会参与 编辑

方志恒专注研究香港管治及政制改革问题，长期参与推动各种政制议题。

方志恒在2010年至2019年间任新力量网络副主席，其间曾发表多份研究报告，包括《香港特区政府管治评估报告》、《香港公共财政评估报告》等。

方志恒于2015年7月编辑《香港革新论》，与多位年轻学人以文章从不同角度探讨后政改时代香港的政治发展[5]。 2017年6月，方志恒再编辑了《香港革新论II》，以“中心-边陲”的理论框架，将香港与奥兰群岛、格陵兰及南提洛尔等多个自治政体进行学术比较。[6]

方志恒曾创办多个民间团体。2015年，他创办了民间自治计划，以众包形式，支援民间团体推动项目，以实现“自己香港一齐救”的民间自治想像。[7] 2017年8月，方志恒连同多名学者创办高教公民，以“学术自主、公民自强”为使命，旨在团结不同院校、世代同职级的香港学者，以及连结各专业界别同民间团体。[8]

2018年1月15日，方志恒参与创立“香港永续经济联会 HKBASE”，希望建立一个涵盖不同类型企业的网络，包括工商、农业及社会企业等，并担任秘书长一职。[9]

方志恒曾出任各种政府公职，包括于2012年至2013年担任特区政府之中央政策组非全职顾问，并2014年至2018年担任香港房屋委员会资助房屋小组委员。[10]
