辣玉莎

辣玉莎（马来语：Raeesah Begum bte Farid Khan，1993年11月8~12日—）[2] [3]，新加坡社会活动家，工人党的前党员，曾在2020年至2021年间代表盛港集选区出任第十四届新加坡国会议员。因被人揭发曾在议会里三度对警方作出虚假指控后，最终于2021年11月30日宣布辞去自己在工人党和国会的职务。[4][5]

早年生活和事业 编辑

在进入政界之前，辣玉莎在默多克大学就读经济学和市场营销。[6]

2016年，她创立了“Reyna Movement”组织，旨在与新加坡的妇女团体、露宿者、儿童组织和低收入家庭合作，为处于社会边缘的妇女和孩童，提供提升自理生活技能的培训，以改善生活品质。[7][8]

政治生涯 编辑

辣玉莎于2018年成为工人党成员，此前她曾自愿参加该党的基层活动。2020年6月30日，工人党宣布辣玉莎、何廷儒、林志蔚及蔡庆威组成团队，参选2020年新加坡大选的盛港集选区，成为该党最年轻的候选人。[9][10]

在选举前，辣玉莎因被指控在网上发表两篇涉及种族和宗教歧视的评论，抵触刑事法典第298A（a）条文，而被新加坡警方严厉警告。[11][12][13]工人党支持辣玉莎而她也发表了道歉声明，称其意图不是为了引起社会分裂，而是为了提高大众对问题的认识，对指控感到遗憾。[14][15][16]

当选新加坡国会议员 编辑

辣玉莎及另外三名工人党成员，在2020年新加坡大选盛港集选区中，以52.12%的选票当选，为工人党赢得了史上第二个集选区，她也成为新加坡独立后最年轻议员，年仅26岁。[17][18][19][20]

对新加坡警方的虚假指控 编辑

2021年8月3日，工人党在国会提出关于女权的动议，辣玉莎在发言时对新加坡警察部队提出指控。她声称在2018年时陪同一名25岁的强奸案受害人到警局报案，但警官针对受害者的穿着以及她喝过酒一事发表了不当的评论。政务部长陈国明随即表示这些是严重的指控，并向她寻求更多细节，以便展开调查。但辣玉莎拒绝提议，她指不希望对受害者造成二次伤害，并重申这次演讲不是为了诽谤警察。她还表示在事发后未能成功联系到受害人；并补充说，如果再次发生类似情况，她将会直接与内政部沟通。[21]2021年10月4日，内政及律政部部长尚穆根表示警方已翻查了记录并没有发现符合描述的案件，他因此要求辣玉莎提供有关案件的更多资讯，但辣玉莎以保密为由拒绝透露任何进一步的细节，包括他们前往的警察局是哪间。[22]2021年10月20日，新加坡警方表示在详细的调查后，依旧未能查明相关案件，并指辣玉莎没有回应警方提供更多细节的请求。[23]2021年11月1日，辣玉莎承认她曾三度在议会内撒谎，她撤回相关言论，并为自己的不实言论向国会、警察部队和性侵受害者道歉。辣玉莎指她并没有陪同受害者报案，而是从互助小组处得知受害者的经历，也没有获得受害者的同意就在国会分享对方的经历。在解释她撒谎的原因时，辣玉莎同时声称她18岁在国外留学时，曾遭到性侵犯。[24]

新加坡工人党中央执行委员会就此事成立纪律委员会，调查辣玉莎在国会撒谎一事。委员会成员包括毕丹星、莫哈默·费沙和林瑞莲。[25][26]众议院领袖英兰妮·拉杰（Indranee Rajah）也对她的行为提出正式投诉，指辣玉莎三次在国会说谎，破坏了国会和警方的声誉，因而将此事件提交到国会特权委员会（Committee of Privileges）处置。[27][28]

2021年11月30日，辣玉莎宣布辞去工人党党籍及国会议员，辞呈随后被提交至国会议长。[4][29][30]然而尽管辣玉莎已辞职，但国会特权委员会宣布将继续调查。[31][32]

在辣玉莎辞职的两天后，工人党召开记者会，中央执行委员会表示，他们早在辣玉莎首次作出指控的一周后已经知道了这是谎言，党领袖毕丹星要求她向国会作出澄清，但她整个9月因患上带状疱疹而缺席会议。而当辣玉莎在10月返回议会时却没有作出澄清，反而是重复了她先前的指控。工人党为此向人民道歉。[33][34][35][36][37][38]

新加坡国会在12月初正式召开特权委员会，传召辣玉莎及毕丹星等相关人士作证。[39][40]经过调查后，特权委员会于2022年2月10日建议对辣玉莎处以35,000新加坡元的罚款。[41]

个人生活 编辑

辣玉莎是新加坡马来工商会会长法里德汗（Farid Khan）的女儿，他曾打算参加2017年新加坡总统大选，但他的资格问题被拒绝。[42][43]她具有巴基斯坦及阿拉伯的血统。 她还有一个弟弟，优素福·汗（Yusuf Khan）。[44][45]
