該電影講述美國在毫無準備的情況下受到以德國為首的「歐洲邦聯軍隊」的攻擊。軍隊侵入美國後殺害兒童和退伍軍人，還設立了皇帝。然而，一個支持戰爭的國會議員籌備的一支由婦女參政的軍隊打敗侵略者。[6]根據互聯網電影數據庫，這部電影分成三個部分，分別是「一個國家衰亡」（A nation falls）、「征服者的奴役」（The heel of the conqueror）、「兩年後的起義」（The uprising two years later）。
