威廉·穆赫蘭
土木工程师
威廉·穆赫蘭（William Mulholland 1855年9月11日—1935年7月22日）是一名愛爾蘭裔美國土木工程師，他自學成才，設計建造了洛杉磯引水渠，由此引發加州水戰。穆赫蘭大壩和穆赫蘭道因他得名[1]。

他出生於英國治下的愛爾蘭貝爾法斯特[2]，曾是英國商船隊水手。1874年他在紐約下船，到五大湖地區尋找工作[3]。
他在1877年抵達洛杉磯，在洛杉磯供水官（Zanjero）弗雷德里克·伊頓手下工作[4]。當時洛杉磯人口只有9,000，但他們認為洛杉磯會很快發展起來，因此在乾旱的氣候中，供水問題需要儘快解決[5][6][7]。
1906年，他被任命為洛杉磯供水局首席工程師（Chief Engineer of the Bureau of the Los Angeles Aqueduct），1907年至1913年間主持建造洛杉磯引水渠。這是一項浩大的工程，巔峰時期需要3900多名工人[8]。他的工程學知識完全是自學的，1914年因為在供水工程上的貢獻獲加州大學伯克利分校榮譽博士學位。
1913年5月，銀谷水公司（Spring Valley Water Company）僱傭他做卡拉維拉斯水庫（Calaveras Reservoir）水壩顧問[9]，1918年3月24日水壩發生部分坍塌，但由於蓄水不滿，沒有發生潰壩[10]。
同時洛杉磯引水渠的修建導致了歐文斯谷供水匱乏，並直接導致歐文斯湖在1924年乾涸[11]。這導致當地農場主和牧場主暴動[12]，他們摧毀了顎骨峽谷附近的水渠[12]。
1928年3月12日，他檢視過的聖弗朗西斯大壩在12小時後就坍塌，並導致潰壩，洪水沖毀了下游城鎮，並導致至少431人死亡[13][14]。他因此在1928年11月引咎辭職[15]:418。
潰壩事件直接終結了他的職業生涯，餘生他基本在隱居中度過[15]:418[16]。他開始創作自傳，但沒有完成[17]。1935年，他因中風去世[18]。
