反警情绪

对警察的态度和立场

反警情绪，是指个人或社会群体持有反对警察的态度或立场。

反警情绪的表现方式可以是抗议、游行示威 ，甚至使用暴力，以挑战警察的权威。[1]

世界各地的反警情绪 编辑

英国 编辑

在1790年代后期的英格兰和威尔士，当时的反警情绪源于阻碍法官行使权力，以及对一些不熟悉的组织的怀疑与不信任。[2]

美国 编辑

在1950年代，威廉‧韦斯特利认为，反警察情绪可能出现对在危险下工作的社会污名或耻辱，或出自一些不道德的做法。[3]

在1970年代，执法部门开始关注有关警察的不当行为的诉讼。[1]

在美国，民众不信任警察的原因，跟当地警察的暴行和种族歧视行为有关。[4]

在1991年，非洲裔美国人Rodney King被四个洛杉矶警察殴打。在1992年，参与殴打的警察官员获判无罪，触发1992年洛杉矶暴动。事件吸引大量媒体关注警察对少数群体诸如非洲裔美国人的暴力。

在2014年， 迈克尔·布朗命案和民众随之而来的愤慨情绪，被认为是一个美国民众“向警察宣战”的转捩点，[4] ，连带Black Lives Matter（意指“黑人的命很重要”）社会运动，警察的合法性备受挑战。

贫困街区中的少数群体，往往更不信任警察[5] ，并感受到法律不是保障他们。[6]

  • 2014年，一个美国警官开枪射杀没有携带武器的非洲裔迈克尔‧布朗，引发公众愤怒。民众谴责执法部门对被边缘化群体使用武力。[8]古韩、博曼和Schweitzer指出，在命案发生后，在牵涉警察暴行的事件中，公众更容易假设，警察使用不合理暴力。
  • 2016年7月一个明尼苏达州警察射杀Philando Castile，引发大规模抗议，其中包括向警察总部淋红漆。[12][13]

智能手机让人可以实时记录与警察冲突和对抗的场面，并经由互联网散播开去。有评论因而认为，智能手机协助反警察的情绪扩散。[4][10]大众媒体特定的叙事角度，通过社群媒体传播或会加强"我们与他们"的对立心态，有害于社会与警察的关系。[18]

嘻哈文化 编辑

嘻哈文化亦时有展现反警察情绪。[19]

  • 全民公敌组合 – 对嘻哈行业而言，1980年代后期是一个重要的年代。当时嘻哈音乐作品开始明确而残酷地批判当权者道德败坏。[20]多个嘻哈组合利用其作品表达反对警察观点，并严厉地批判警队的行为，使他们意识到自己的种族偏见。例如全民公敌组合于1989年发布Fight the Power，便体现了说唱音乐开始拥抱的抗衡权力的态度。[21]
  • N.W.A – 另一个流行文化中反对警察论调的例子是N.W.A于1988年发布的Fuck tha police。歌曲灵感源自他们受执法部门歧视的经历。当局以不满态度回应作品，说唱群体与警察的关系因而日趋紧张。[22]另一方面，歌曲在非洲裔美国人群体中引发强烈和广泛共鸣。他们认为只有在这类虚构歌曲中才能找到他们渴求的公义。歌曲挑衅的风格亦影响了其他歌手的创作，如Mayhem Mai同名反警歌曲，便引起当局强烈反弹。

有评论指责媒体助长反警察的情绪。Chuck Cantury Howard Safir在他写给总统巴拉克‧奥巴马的信中认为已经出现向警察宣战的情况。[4]2015年，前联邦调查局主任詹姆斯‧科米将事件形容为"一股寒流吹过美国执法机构...那股寒流正在改变人们的行为"。一些学者提出的理论认为，警察发动的工业行动，可以视为他们回应对警察的不满情绪的手段。

香港在反对逃犯条例修订草案运动，示威者与警察造成严重的警民冲突，示威者多次提出“解散警队，刻不容缓”的口号，而反香港黑警歌曲肥妈有话儿在网上广泛流传。
