2015年欧尔金和谐号劫持案，是指一起发生于2015年6月11日至19日，8名印尼海盗（英语：Piracy in Indonesia）劫持了一艘马来西亚籍油轮欧尔金和谐号（Orkim Harmony），最后在澳大利亚皇家空军、马来西亚皇家海军、马来西亚皇家空军、马来西亚海事执法局（英语：Malaysian Maritime Enforcement Agency）、越南边防队（英语：Vietnam Border Defense Force）、越南海洋警察司令部、印尼海军、泰国皇家海军等单位的通力合作下，人质在南中国海附近平安获释，油轮恢复航行的事件[1][2][5][6][12]。

在欧尔金和谐号被劫持前的6月4日，另一艘油轮欧尔金胜利号（MT Orkim Victory），也曾在南中国海遭到8名手持两把手枪与巴朗刀（英语：Parang (knife)）的印尼海盗劫持。胜利号在邻近马来西亚澳岛约12.2海里处遭到洗劫，在被释放之前，胜利号被抽走了770公吨的柴油到另一艘船上；而海盗破坏了油轮上的所有通信设备，并抢走了所有船员们的个人财物后逃之夭夭[13][14]。

劫持 编辑

欧尔金和谐号是在马来西亚标准时间（UTC+8）6月11日下午8时54分失联的，当时它从马六甲出发，预定往关丹港（英语：Kuantan Port），正航行至2°8.90′N 104°27.30′E / 2.14833°N 104.45500°E / 2.14833; 104.45500，即柔佛州哥打丁宜县丹绒素里里（Tanjung Sedili）附近水域[3][15]。被劫持期间，有22名船员在船上，包括了16名马来西亚人，5名印尼人，与一名缅甸籍公民[16]。船上当时载有6000公吨的汽油，价值2100万马来西亚林吉特（约合560万美金）[16]，8名海盗都带有手枪和帕兰刀[3][9]。

搜索行动 编辑

6月12日起，马来西亚海事执法局（英语：Malaysian Maritime Enforcement Agency）（Malaysian Maritime Enforcement Agency，缩写：MMEA）开始在这艘油轮周边的南中国海水域，搜寻这艘船的下落，范围达到5万平方公里，因为这艘船已经失联超过了10小时。马来西亚当局认为，油轮可能被劫持至印尼的纳土纳群岛和阿南巴斯群岛附近[16]；6月17日，一架自槟城州北方北海空军基地（英语：RMAF Butterworth）起飞的澳大利亚皇家空军洛克希德AP-3C型猎户座海上巡逻机（英语：Lockheed AP-3C Orion），在泰国湾的柬埔寨与越南的海上边界处发现了它。根据其说法，油轮被重新粉刷，由蓝色变成黑色，还被改名为“金哈蒙”（Kim Harmon）[5][6][12][17]。

虽然柬埔寨皇家海军无法证实这项报告，不过给了马来西亚在柬埔寨水域的联合追踪拦截油轮的行动开了绿灯[18]；随后MMEA联系了越南海洋警察司令部（VCG），告知此一消息；而VCG在接到消息后，也部署了两艘巡逻船到该地区，印尼海军与泰国皇家海军也都处于待命状态。之后，VCG回报这艘船的位置在9°21′N 102°44′E / 9.350°N 102.733°E / 9.350; 102.733，即富国岛西南方约84海里处[附注 1]。

在澳大利亚空军回报之后，马来西亚皇家海军（RMN）和MMEA的舰艇就一直处于待命状态，其后被部署到该区；6月19日，油轮在9°10′N 103°10′E / 9.167°N 103.167°E / 9.167; 103.167被发现[附注 1]。船上的海盗央求马来西亚当局后撤五海里（约9公里），让他们能继续其“旅程”至纳土纳群岛[19]，否则便要杀害船员[10]。

经过一番交涉后，所有海盗搭上油轮上的救生艇后逃脱。据油轮船长的说法，海盗当时威胁他，如果敢向马来西亚当局泄漏他们的逃跑计划，他们将对其家人不利[20]。

马来西亚时间凌晨2时30分，RMN和MMEA成功取得油轮，所有船员均平安，仅有一名人质被海盗开枪击中他的左大腿，后被直升机送往医院[附注 1][11][21]。

数小时后，有8名疑似海盗的印尼人在土珠岛被捕，因为他们曾经和越南边防队（英语：Vietnam Border Defense Force）（VBDF）及VCG接触过[21][22]，这些印尼人声称他们自己的渔船沉没[8][12]；而MMEA立刻就此事，透过检察长办公室与外交部，向协助调查的越南政府提出交涉，进行深入调查[23]。经由受伤的船员指认照片，确定这8人就是劫持油轮的海盗[24]；且在接受越南当局审讯期间，他们在看到经由马来西亚当局提供的图片与讯息后也坦承了[25]。

马来西亚内政部长艾哈迈德·扎希德感谢所有参与及协助找回油轮，与让22名船员获释，并逮捕海盗的各方单位，他们并向越南与印尼正式递交引渡劫船者到马来西亚的请求[7][26]。

越南当局进一步调查的结论是，基于这些罪犯能够避开自动识别系统（AIS）而未被发现，进而实施犯罪，表示他们经验丰富，并非“业余人士”；且VBDF和VCG在拘留他们时，也在救生艇中发现被藏入现金。MMEA的调查还显示，另外还有5人也参与了劫船，故总数可能达到13人。这些人使用拖船接近油轮，其后逃到了印尼的巴淡岛，印尼海军也在6月21日发现了这艘拖船[27][28]。
