《求闻》消息：WMF和UN人权事务高级专员办事处开展扩增维基百科知识库的协作

维基媒体基金会和联合国人权高级专员办事处（人权高专办）正在开展协作，以支持在维基媒体网站上创建与人权相关的内容。

我们坚信，自由获取知识是一项基本人权。不论在哪里，人们都应能了解世界。我们为参与这场致力于培养领袖、贡献者、倡导者和合作者的，多样化的、持久的、蓬勃发展的维基媒体运动而自豪。

这次协作的成功实现离不开维基媒体阿根廷分会的工作。该分会的维基人权计划（WikiDerechosHumanos）在过去几年间大幅扩充了维基媒体旗下站点的人权知识库。今年7月，他们在布宜诺斯艾利斯以邀请编辑志愿者和联合国有关官员参与编辑松的方式开始了本次协作。维基媒体阿根廷分会将会领导和促进这次协作计划，并把这一协作带向世界。

通过与联合国人权高专办的协作，我们希望加强来自世界各地的维基人创建、提升和扩充所有维基媒体计划（包括维基百科的300多种语言版本）中有关人权的内容，并将其与各地实际情况相结合。如此一来，世界各地的人民将获得了解和保护基本人权的自由工具。

本次协作是在2019年维基媒体国际会议上公布的。维基媒体国际会议是维基媒体基金会为其旗下包含维基百科的各计划编者举行的年会。今年的维基媒体国际会议上，基金会执行董事凯瑟琳·马赫和联合国人权高专办对外关系负责人劳伦特·索维尔签署了合作备忘录。今年12月将会开始一场全球范围内的运动。

邀请各位于9月15日前对九工作组的建议草案提供回馈

各位社群成员们好：

许久不见，想跟各位分享目前愿景2030的进度。在今年瑞典的Wikimania（维基媒体国际会议）中，九个工作组已经针对维基媒体2030发展，撰写了对于未来的建议草案，每一组成员各自用不同的形式来描述维基媒体九个层面的不同风貌。在此邀请中文维基媒体的社群成员阅读、提供回馈（尤其这份翻译文件出自翻译社，并不是熟悉维基社群的译者所翻译，所以若有误译或错译，也请不吝指出）。以下针对九个工作组各自介绍一个较为大胆或有趣的建议——

• 倡议工作工作组概述：在未来遇到与开放知识相关的公共政策倡议时（例如网络中立性、著作权的开放等），加强与国际社群的对话，甚至要建立一个全球社群“宣言”或“意向书”，来定义哪些公共政策的倡导工作是维基运动所支持、哪些不是。藉以加强社群对于公共政策倡导的参与与成功度。
• 能力建设工作组概述：在未来希望能够建议“能力建设”的新单位，让志工的各种与维基相关的能力（像是组织、募款、维基功能的教学、合作关系的拓展⋯⋯等种种能力）可以跨过语言以及地域现有的鸿沟。
• 社群健康工作组概述：在未来将建立全球统一的维基平台行为准则，阐述维基所有计划所不能容忍的行为（如霸凌、歧视、人肉搜查、未经同意公开隐私）等，提升社群健康多元。
• 多样性工作组概述：在未来要所有的相关组织（例如各地分会、主题式组织、甚至用户组）的领导层级都能够按照多元族群或性别的背景比例来组成理监事或联络人，以最低需要40%男性、40%女性、20%多元族群背景者为组成，若无法达成会有相对应的赏罚机制（例如，若领导比例错，将无法获得维基的补助）
• 合作关系工作组概述：在未来，此工作组认为要打造培训合作关系能力的教学模组、让像是纪录建档、标示正确的捐赠来源方⋯⋯并且建立一个中央基础设施，来让合作关系能够更好的交流。
• 产品与技术工作组概述：在未来，让产品和技术相关的工作能够更加从基金会去中心化的分散出去，这包括了邀请更多社群的技术人员参与、打造“维基技术宣教团”用深入浅出的方式来介绍维基媒体计划上相关的技术内涵；对于使用维基的第三方应用，也要花心力来开发（例如，现在已经有很多像是Google Alexa、苹果Siri等声控助理使用维基数据Wikidata这个计划，来训练自己公司的声控助理产品）未来运动要花更多心力在了解第三方开放之上。
• 资源分配工作组概述：工作组所说的“资源”指财务资源，但也包括员工时间、能力和数据。在未来，需要建立平权的资源分配系统。此工作组理解的平权包含三点——（一）机会（例如利用系统和获得资源）、（二）权力（例如就资源做出决策的能力、改变文化现况的能力）和（三）产出。
• 收入流工作组概述：在未来，增加维基媒体运动财务收入的方式，可以透过“用API要收费”、“品牌授权（把产品标上维基商标贩售后获得权利金）”等方式获取支持维基媒体运动永续运作的经费。
• 角色与责任工作组概述：在未来，要将集中在北营（发达国家）的决策权力分散给更多非英语使用者、让决策机制更贴近社群，并建立一个全球认同的“宪章/章程”来作为未来的维基媒体组织治理基础。

这些议题在其他社群也引起了许多的讨论，期待中文社群也有机会多方表达自己的想像。本次建议草案的收集期限为期两周，我将于9月15日截止回馈给策略核心团队，欢迎在此之前大家有任何问题、意见，都不吝向我直接提出，或是在此文后续发表，让九个工作组能够及时获得社群的回馈，让我们朝更更开放的人类知识总和前进！谢谢。

  • Cocoda is a web application to manage mappings between authority files. It supports editing Wikidata-mappings including GND, Basisklassifikation, Regensburg Classification, Iconclass, and Nomisma. Cocoda can be used like mix'n'match but for more complex mappings.

过去一个月（2019年8月15日至2019年9月14日）内，中文维基百科内外之重要人事及政策变动大致如下，个别项目基本依变动或施行时间先后排序：

人事动态

• 虫虫飞经选举通过（支持率85%），当选为管理员。

方针与指引重要变动：经互助客栈方针区通过之重要方针与指引修订。过去一个月内，互助客栈方针区共有新提案14项，另有6项提案获得通过（其中1项于其他区通过）。

1. 《傀儡方针》：将〈被视为滥用多重账号的行为〉一节“编辑计划页面”部分内容中之“多重账号”修正为“未公开的多重账号”。（讨论纪录）
2. 《关注度（虚构）指引》：将全文确立为指引（讨论纪录），《关注度指引》相应修订。
3. 《签名指引》：对〈外观〉一节进行修订，规范签名中的图像与特殊HTML标签使用限制。（讨论纪录）
4. 《重定向指引》：将全文确立为指引（惟〈何时应当删除重定向〉和〈建立非中文重定向页面〉等章节仍为方针）（讨论纪录），之后并因应本地实际情况将〈不应删除的理由〉第七项删除。（讨论纪录）
5. 《用户页指引》：禁止在用户页中加入“索引”（__INDEX__）之魔术字。（讨论纪录）

其他方针与指引杂项修订，包括未于互助客栈方针区讨论而进行之小修改、方针与指引之相应修订和事实性修订等。请核查该等修订，若有需要，亦可提案至互助客栈方针区复议。

《求闻》社论：《求闻》和维基百科

欢迎阅读来自《求闻》编译组的最新维基媒体新闻。

最近一些人在站内某些场合提到《求闻》的部分内容和《求闻》预告刊登的文章。这些提及《求闻》的讨论，有一些是善意的，是一个正常维基人读者的合理猜测、正常想法；然而，另一些不怀好意者继续恬不知耻地拿《求闻》中的内容做文章，试图进一步挑拨社群关系。

《求闻》的前身是中国大陆维基人用户组内部参阅的情况报告。随着用户组人数不断增加，对国际、地区社群动态信息的需求量也随之增长，曾经的内部参阅报告不再能够满足用户组成员需求；同时，用户组联络员也认为有必要扩大报告的读者范围，让组外人士，乃至整个中文维基社群都能获悉各地社群动态，进而决定创立《求闻》，让全维基的人都能更便利地获取外界信息。再加上，原本的内部报告给少数人看也是看，给全社群的人看又不会徒增麻烦，独乐乐何不如众乐乐？

中文维基社群在获取国际信息上有先天劣势：只要想想元维基的steward监管员已经多少年没有懂中文的用户担任这一点就不难理解。外界信息普遍以英文为主，而中文维基人在收集、汇总英文信息上总是或多或少地存在障碍；同时，维基上的社群信息分散在基金会网站、各个语言社群各自的媒体等等，《求闻》起到的总结汇编作用变得格外重要。

【北京9月7日电】维基媒体基金会7日在其网站上发表一份声明，说自己的服务器遭到了分布式拒绝服务（DDoS）攻击，并导致网站服务在部分国家不可使用。声明里，基金会谴责了这一攻击行为，并称正在努力解决。

【北京9月8日电】历时两个月的中文维基百科第17次动员令于9月8日顺利结束。截至北京时间9月8日下午5时，本次动员令一共有162人报名参加，一共贡献了878条条目，其中达到动员令标准的条目为783条，参与改善工程的条目为203条。

【深圳9月9日电】香港新用户组（香港维基社群用户组）2019-20年度的理事会选举于8日结束。按照流程，香港用户组理事会由2-4名用户组成，如候选人数量大于4人，则会开启投票程序；否则所有被提名者自动当选。本次理事会选举候选人恰好只有4人，因此全部当选。当选的四人分别是“だ＊ぜ”“无聊龙”“1233”和“WhisperToMe”。这四人的任期将从2019年9月28日持续到2020年9月27日。此前香港用户组的理事会成员有三人，分别是“1233”“WhisperToMe”和“Billytanghh”。自28日起，“Billytanghh”将卸任理事，另外两人连任理事。

【沈阳9月13日电】于今日举办的沈阳聚会圆满结束。共6人参加。

【北京9月13日电】中国大陆维基人用户组部分成员和部分而组外维基人于昨天和今天举办了扩大会议。会议通过网络语音方式进行，总共进行了约6个小时。这是WMC首次使用网络语音的形式进行此类活动。各位维基人就各自关心的问题交换了意见，讨论了诸如本次动员令等事务。参加者总共约25人，包括WMC组内和组外成员。

会议敲定了接下来北京聚会的时间为10月7日。报名工作将不日开始。

【北京9月14日电】管理员候选人“虫虫飞”以47票支持、8票反对、4票中立通过了管理员选举。行政员已经赋权。

Structured Data - blogs posted in Wikimedia Space

There are two separate blog entries for Structured Data on Commons posted to Wikimedia Space that are of interest:

• Working with Structured Data on Commons: A Status Report, by Lucas Werkmeister, discusses some ways that editors can work with structured data. Topics include tools that have been written or modified for structured data, in addition to future plans for tools and querying services.
• Structured Data on Commons - A Blog Series, written by me, is a five-part posting that covers the basics of the software and features that were built to make structured data happen. The series is meant to be friendly to those who may have some knowledge of Commons, but may not know much about the structured data project.

《今日玉环》是中国共产党玉环市委员会的机关报，在1956年创办之始名为《玉环报》，是玉环县最大的报纸，面向玉环县的18万人口（1956年人口统计为181581人）。玉环县在2017年4月撤县设市，成为拥有43万以上人口的城市。在一些统计口径数据上，它的人口甚至达到了60万。随着经济市场发展，玉环人通过填海造地、改善行业结构，几代人不懈努力，塑造了当今的玉环——一个以旅游、新型农业、汽车零部件业为特点，迅速发展的新兴城市。今日之玉环，与五六十年前的小县城不可同日而语。

当然，这样的城市在广阔的中国大陆中并不少见，很多甚至仍不为大家所熟知。但在2018年后，随着Rowingbohe这位玉环中学生的努力，以及维基百科地方志交流群同仁们的合力，玉环这样一个县级市得以在中文维基中持续了一年多的高热度。今天，我们走进玉环，更进一步理解和观察到这个动态的地方志团队努力与编辑贡献过程。

【北京9月25日电】“当红女人”（Women in Red）计划说，2014年10月英文维基百科的传记条目中只有15.53%是记述女性的；但自2015年7月成立以来，“当红女人”计划成功帮助将英文维基百科传记条目的性别比例拉平到2019年9月23日最新统计数据显示的18.04%，一定程度上地弥平维基百科上的性别差距。

【北京9月20日电】印地语维基文库获准立项为独立域名的正式子计划，正式脱离维基孵育场，建立了 hi.wikisource.org 的子域名。目前项目搬迁工作还在进行中。

【北京9月1日电】今年的维基爱古迹活动在大多数参加的国家和地区中于9月1日开始，9月30日结束，为期一个月。中文社群中，只有台湾社群在台湾分会的带领下组织了维基爱古迹活动。先前分会已被基金会除名的澳门社群、刚刚获基金会认证的香港新用户组和所谓“中国维基媒体用户组”“领导”下中国大陆没有组织相关活动。台湾分会与台湾“文化部”共同组织有关活动，在台湾地区的活动分成“爱古迹”和“集记忆”两个部分，前者自9月1日举办至9月30日，后者自10月1日举办至10月31日。两者最后都会进行评选活动，第一名可获一万新台币（约合2300人民币）的奖金。

The consultation on partial and temporary Foundation bans just started
