歐盟關稅同盟

欧盟组成部分之一

歐盟關稅同盟（英語：European Union Customs Union (EUCU)，法語：Union douanière de l'Union européenne，德語：Europäische Zollunion），是歐盟重要的組成部分之一。包含歐盟全部27個成員國、摩納哥，以及部分未加入歐盟的英國領地[a]。一些歐盟成員國的外飛地和島嶼因地理原因而沒有加入[b]。此外安道爾、聖馬力諾和土耳其與歐盟簽訂了雙邊貿易協定（非全部商品種類）以加入歐盟關稅同盟。[2]

從1958年歐盟的前身歐洲經濟共同體成立開始，歐盟關稅同盟就是聯盟的主要部分。在關稅同盟內取消了全部關稅和非關稅壁壘。而和普通的自貿協定不同，關稅同盟對從關稅同盟外進口的商品統一徵收關稅。此外，歐盟委員會在世界貿易組織中代表關稅同盟，並作為整體進行對外貿易談判、解決貿易糾紛，而不像普通自貿協定中成員國仍單獨進行國際貿易磋商。[3]

攝於1957年4月1日，時任西德總理 康拉德·阿丹拿、德國學者華特·霍爾斯坦和時任意大利總理 安東尼奧·塞尼，在意大利羅馬簽署歐盟關稅同盟（European Union Customs Union，EUCU）及歐洲原子能共同體（Euratom）相關文件。

同盟內非歐盟領域 編輯

摩納哥和英國的阿克羅蒂里和澤凱利亞、根西，澤西和馬恩島不屬於歐盟領土，但加入了歐盟關稅同盟。[2]而安道爾、聖馬力諾和土耳其這三個非歐盟成員國則分別和歐盟簽訂了貿易協定而加入關稅同盟。

未加入同盟的歐盟領域 編輯

理論上歐盟成員國都是歐盟關稅同盟的加盟國，但部分屬於歐盟成員國的領土則未加入（詳見：歐洲聯盟特別領域）。[12]以下領土不屬於歐盟共同關稅區：

歐盟海關條例於2016年5月1日生效，預計將在2020年12月31日前全面落實。歐盟委員會表示，建立海關條例是為了規範清關流程和提高清關速度。 [17][18]
