2018年敘利亞南部戰役，敘政府軍代號為玄武岩行動（阿拉伯語：عملية البازلت‎）是敘利亞政府軍（SAA）及其盟友針對敘利亞南部地區反對派和伊斯蘭國武裝發起的軍事行動。戰役始於政府軍對德拉省東部反對派控制區的突襲，目標是在反對派武裝發起全面反擊前率先攻破其防線並瓦解其士氣。[53]

敘利亞南部地區戰前形勢

德拉常被稱作是「敘利亞革命的搖籃」。[54]2011年，當地的幾名青年因在牆上留下號召推翻政府的塗鴉，遭到當局的逮捕、酷刑與謀殺。這起事件引發了全國性的反阿薩德示威，成為後來敘利亞內戰爆發的導火索之一。[55][56]因此，有分析人士認為，敘政府軍收復德拉，不僅能夠鞏固其在南部地區的統治，更將成為其戰勝反對派的重要標誌。[57]據聯合國（UN）統計，在戰役開始前，還有將近75萬平民居住在這裏。[58]

2017年5月，俄羅斯、土耳其和伊朗曾達成協議，於敘利亞境內設立數個衝突降級區。但實際上，本次行動便將在其中一個降級區內展開。[59]同年6月，美國、俄羅斯和約旦也曾宣佈在德拉、蘇韋達及庫奈特拉三省達成停火協議。[60][61] 另據報道，美國當局還曾做出保證，將對任何違反協議的行為進行強烈回應。然而，美軍後來始終沒有採取行動，阻止敘政府軍的進攻。[62]

為了緩解以色列方面的擔憂，防止其潛在的干預，俄羅斯同以色列在戰役開始前達成協議，確保任何伊朗支持的武裝都不會出現在此次行動中。[63]同時，美國政府也提醒反對派，不要指望任何來自美軍的支援。[64]

國際組織
  •   聯合國 – OCHA表示，聯合國「對德拉暴力衝突升級的相關報道感到關切……這正在危及平民安全，造成許多家庭流離失所。」[65]聯合國敘利亞問題特使斯塔凡·德米斯圖拉（英語：Staffan de Mistura）警告稱，敘利亞軍隊和伊朗民兵的進攻將造成人道主義災難，使750,000多人的生命處於危險之中，他同時表示已經有超過45'000人流離失所。[66] 安東尼奧·古特雷斯發表聲明說：「呼籲立即停止目前的軍事升級，並敦促所有相關方尊重其國際義務，包括保護平民和保障民用基礎設施。」

  •   沙特阿拉伯 – 沙特阿拉伯常駐聯合國代表法赫德·穆塔里（Fahd Al-Mutairi）談及此次攻勢：「儘管有緊急呼籲和聯合國決議要求開放人道主義走廊並向有需要和受影響的人們提供援助，敘利亞政權及其盟友仍在繼續軍事行動，圍困和驅逐無辜的平民，完全違反了這些決議。」

  •   伊斯蘭國 – 由於敘利亞政府拒絕將伊斯蘭國武裝人員流放到東部沙漠，伊斯蘭國對蘇韋達（Al-Suwayda）發動大規模襲擊，抓獲多名德魯茲派女性並威脅稱，只要敘利亞政府軍不停止攻擊德拉，就會殺害這些女性。[87]
