一旦英国脱欧导致英国在法律基础上实际上脱离欧盟，将为西班牙增加5个席位。因此目前有的54席位将在新一届欧洲议会开会时就职，其后面5位“落选者”，于英国脱离欧盟后就职。

本次选举延续2019年西班牙大选的局势，总理佩德罗·桑切斯的西班牙工人社会党（PSOE）获得了压倒性的胜利 - 以及该党在15年的欧洲议会选举中的首次胜利，同时何塞·博雷利·丰特列斯作为其主要候选人 - 获得32.8％的选票和20个席位，这使其成为社会党和民主党进步联盟中最大的国家代表团。同时，反对党人民党在欧洲议会选举中遭遇严重打击并取得了有史以来最差的成绩，但在大选比较状况略有改善，获得20.1％的选票和12个席位。公民－公民党（CS），其中已整合联盟、进步和民主其名单内提前大选，成为该国的第三大党派，但12.2％和7个席位也只稍稍2014年在组合的CS-UPyD结果略为提高。

选举制度

以全国为一个选区采比例代表制选出。根据“里斯本条约”分配给西班牙的54个欧洲议会成员使用汉狄法和封闭式名单比例代表选举产生，没有设置选举门槛以便有权进入席位分配。

选举法规定，允许党派、政党联盟、联盟和选民分组提出一份候选人名单。[3]
