乌克兰签证政策

外国人若要入境乌克兰，需要出示乌克兰签证后才能入境，除非该国护照持有人具有免签证或者落地签证的资格。[1]

免签证 编辑

以下5个国家的国民可以免签证无限期停留乌克兰[2]

1 - 在入境时须出示财产证明

下列82个国家或地区的护照持有人可以在180日内免签证入境乌克兰90日，除非另有注明[2]

1 - 每60天内可以停留最多30天
2 - 可以停留最多14天
3 - 至2021年1月30日止
4 - 从2021年4月1日开始至9月30日为止且每180天内可以停留最多30天
ID - 可以使用机读式的身份证直接从乔治亚或土耳其入境
A - 须在入境时出示财产证明
B - 免签证入境的目的仅限服务、旅游和私人事务，须提供证明以符合上述目的的证明文件


乌克兰与安提瓜和巴布达于2018年2月5日签订180日内逗留90日的免签双边协议,并将在短期内生效。[42]

落地签证 编辑

以下34国家的护照持有人，可以在经由基辅鲍里斯波尔机场，基辅国际机场或敖德萨国际机场入境乌克兰时，办理落地签证，停留期限最多为15日:[43][44][45]

在办理落地签证时，该护照持有人需要提供以下其中一项证明文件: 邀请函或旅客身份证明文件(例如酒店行程表或确认投资的文件)。

非普通护照 编辑

此外，只有柬埔寨, 中华人民共和国, 古巴, 多米尼加共和国, 埃及, 伊朗, 科威特, 老挝, 摩洛哥, 秘鲁, 卡塔尔, 新加坡, 泰国, 土库曼, 乌拉圭, 委内瑞拉和越南的外交或官方/公务护照以及印度和墨西哥的外交护照持有人可以以免签证方式进入乌克兰。

目前已经签署对  印度尼西亚的外交和公务免签证协议，但仍未正式生效。[46]

电子签证 编辑

乌克兰在2018年1月向45个国家推出电子签证。签证费用为65美元，可逗留乌克兰30日。[44][47]

克里米亚 编辑

由于克里米亚地区实际上已经改由俄罗斯控制，因此，外国人进入该地区需要出示俄罗斯签证[48]。但此举遭到了乌克兰政府的反对[49]。

2014年4月17日，克里米亚年轻女性将被严格列管，除特殊许可一概禁止入境乌克兰[50]。

乌克兰东部 编辑

顿涅茨克州、卢甘斯克州的部分地区事实上已经改由俄罗斯控制。当中，原顿涅茨克人民共和国和卢甘斯克人民共和国被称为反恐活动区域（乌克兰文: Зона АТО）。2014年11月，乌克兰政府加紧对两个地区内所有人员出入境的政策。乌克兰公民必须出示护照，而外国人也要解释其出入境目的。而通过俄乌边界中不受乌克兰控制的检查站是违法的，游客将无法继续进入乌克兰。[51][52]

乌克兰自2018年1月1日开始在边境管制站向以下70个国家实施生物特征管制（指纹和拍照）： 阿富汗、阿尔及尼亚、安哥拉、孟加拉、贝宁、博茨瓦纳、布基纳法索、布隆迪、喀麦隆、佛得角、中非共和国、查德、科摩罗、刚果、刚果民主共和国、科特迪瓦、吉布提、埃及、赤道几内亚、厄立特利亚、埃塞俄比亚、加蓬、冈比亚、加纳、几内亚、几内亚比索、圭亚那、伊朗、伊拉克、约旦、肯亚、吉尔吉斯、黎巴嫩、莱索托、利比里亚、利比亚、马达加斯加、马拉维、马里、毛里塔利亚、摩洛哥、莫桑比克、纳米比亚、尼日尔、尼日利亚、朝鲜、巴基斯坦、巴勒斯坦、巴布亚新几内亚、俄罗斯、卢旺达、圣多美和普林西比、塞内加尔、狮子山、索马里、南苏丹、斯里兰卡、苏丹、斯威士兰、叙利亚、塔吉克、坦桑尼亚、多哥、汤加、突尼斯、乌干达、越南、也门、赞比亚、津巴布韦。[53]
