顏敏時在雅息士郡出生長大，在般尼茅夫大學修讀經濟與政府，畢業後當過一段時間小學老師、承保從業員及招聘顧問。1982年，任紅橋區保守黨議員，1983年在英國國會選舉中一騎絕塵（英語：Bellwether#United Kingdom），拿下巴兆敦議席，體現「雅息士男人（英語：Essex man）」對戴卓爾夫人政府的熱忱。1992年成功獲得連任，後因選區範圍變動辭任，1997年任西修安選區議員，直至24年後遇害。

顏敏時在政府的最高職位是擔任博文高國會私人秘書（英語：Parliamentary Private Secretary）12年，之後任後座議員，在多個專責委員會任職，支持多項法案，包括《防止殘酷束縛法》（1988）和《家居供暖與節能法案》（2000），任內主張維護動物福利、紀念羅爾·華倫堡及支持子宮內膜異位症患者。

1952年3月26日，戴維·安東尼·安德魯·顏敏時在雅息士郡普拉斯托（英語：Plaistow, Essex）的一個工人階級家庭出生[3]，父親占士·顏敏時（James Amess）是電工，母親莫德·馬丁（Maud Martin）是裁縫[4][3][5]。母親一樣，顏敏時自小信奉羅馬天主教[6][7]。

顏敏時就讀於聖安東尼小學和幼兒學校（St Anthony's Junior and Infant School）及森林門聖博納旺德雲法學校（今聖博納旺蒂爾（英語：St Bonaventure's）天主教學校）[8]。就讀聖博納旺德期間加入學生的革命黨（Revolutionist Party），主張最低額度的零花錢及取消家庭作業[9]，政治興趣就此萌發[4]，成年後更加入保守黨[9]。顏敏時小時候有口吃的毛病，經言語治療糾正後，天生的考克尼口音完全喪失[4][3]。顏敏時之後就讀於般尼茅夫技術大學（今般尼茅夫大學科技系），獲經濟與政府理學士學位[10][11]。1970至1971年在貝夫農綠地聖約翰浸信會小學教殘障兒童，1974年至1976年任承保人（英語：underwriter），後任招聘顧問[11][9]。

1979年英國大選，顏敏時爭奪工黨議員亞瑟·劉易斯（英語：Arthur Lewis (British politician)）在西北紐咸選區（英語：Newham North West (UK Parliament constituency)）的穩取席位。1982年，任倫敦紅橋區議員[12]。

1983年英國大選，時任巴兆敦選區（英語：Basildon (UK Parliament constituency)）保守黨議員哈維·普羅克特（英語：Harvey Proctor）移到比勒里凱（英語：Billericay (UK Parliament constituency)），顏敏時於1983年6月9日當選該區議員，接任他的職務[13]。顏敏時舉出雅息士人（英語：Essex man）的新人口統計，證明當地人非常支持戴卓爾夫人政府。《政治活動（英語：Campaign (magazine)）》稱顏敏時是「新雅息士人、工人階級、電工父親、右翼的代表，猶如鋒利衣架，吵鬧粗暴，不機敏」[14] 。

顏敏時兼任國會議員及地方議員，直至1986年卸任紅橋區議員，專注於西敏宮的議席。1987年英國大選，憑藉個人培養的大量追隨者，以微弱優勢保住議席。選後獲任命為博文高的國會私人秘書（英語：Parliamentary Private Secretary），隨博文高的部長生涯做了10年。1992年英國大選再獲連任，是保守派意外贏得此次選舉的象徵，其所在的巴兆敦選區是成敗關鍵[15]。

1997年英國大選前夕，巴兆敦選區被重新劃分為兩部分，納入鄰近選區。顏敏時認為邊界委員會（英語：Boundary commissions (United Kingdom)）在當地新增選區，「強姦了巴兆敦鎮」[16]。由於顏敏時的支持者僅佔少數，新的巴兆敦選區確定會被工黨奪取，顏敏時遂在其他選區競逐連任，而他早在1995年6月就接任退休內閣大臣保羅·香農（英語：Paul Channon）的西修安選區席位，1997年大選在此選區獲勝，再度回歸西敏宮。同年，安圭拉·雅芳斯·史密斯（英語：Angela Smith, Baroness Smith of Basildon）以1.3萬多票，贏得新劃分的巴兆敦選區[17]。

顏敏時長期在所屬選區的主城鎮濱海修安舉行競選活動[18][19]。2021年10月18日，修安獲城市地位，以紀念遇害的顏敏時[20][21]。

顏敏時支持多項議會法案[22]，包括《1988年防止殘酷束縛法》（Protection Against Cruel Tethering Act 1988）[23]和《2000年家居供暖與節能法》（Warm Homes and Energy Conservation Act 2000）[24] 。

2014年，顏敏時協助通過《專業印刷設備及材料刑事法（英語：Specialist Printing Equipment and Materials (Offences) Act 2015）》，消除企業向造假者提供專業印刷設備而不受法律制裁的漏洞[25]。

2016年，協助通過《駕校教練註冊法（英語：Driving Instructors (Registration) Act 2016）》，簡化駕校教練因註冊失效重新登記、因個人原因離職註銷登記的手續。法案得到駕校老闆及汽車組織支持[26]。

1988年防止殘酷束縛法 編輯

《防止殘酷束縛法》由長期支持動物福利的顏敏時提出，得到全國農民聯盟（英語：National Farmers' Union of England and Wales）支持。顏敏時在下議院表示這項十分鐘規則（英語：Ten Minute Rule）法案源於「雅息士馬匹保護協會的提議」[27]。

顏敏時最廣為人知的法案是《2000年家居供暖與節能法》。根據顏敏時在下議院的演講，該法案在他被排除出指定議員投票（Private Members Ballot）後提出[28]。後來他遇到地球之友組織成員馬丁·威廉姆斯（Martyn Williams），對方說選區內有位居民在寒冷的家中死去，讓他認為需要通過該法[28]。

法案要求內閣大臣「公佈並實施一項減少燃料貧困的戰略」[29]，使得英國政府對燃料貧困的態度及政策產生重大轉變[30]，燃料貧困戶從1996年的510萬戶減少到2004年的120萬戶[30]。

健康專責委員會 編輯

1998年至2007年，顏敏時任健康專責委員會委員。得益在委員會中的地位，他於1999年任保守黨健康委員會後座議員[31]，自此開始關注多項健康議題。2004年，在顏敏時的極力推動下，英國肥胖症狀況調查報告出爐[32]。報告指三分之二的英國人超重或有肥胖問題，促使委員會進一步討論肥胖問題成因，提出各項改善措施。顏敏時一直關注該問題，於2013年7月的首相答問環節提出一系列相關問題[33]。

羅爾·華倫堡 編輯

顏敏時多年來提倡為在納粹佔領匈牙利期間拯救上萬名猶太人而丟掉性命的瑞典外交官羅爾·華倫堡設立紀念像。該項提議早在1980年代末的議會問答大會（英語：Question time）上被提出[39]，當時顏敏時提議為瓦倫貝格頒發英國榮譽公民。其後又在1989至90屆議會嘗試推動《羅爾·華倫堡法案》通過[40]，1996年為紀念瓦倫貝格舉行休會期辯論[41]。1997年，由雕塑家菲臘·積遜（英語：Philip Jackson (sculptor)）打造的紀念像（英語：Raoul Wallenberg Monument, London）在倫敦西部大理石拱門猶太教堂（英語：Western Marble Arch Synagogue）外的大金巴倫廣場（英語：Great Cumberland Place）揭幕[42]。

子宮內膜異位症全黨議會小組 編輯

2018年3月，顏敏時成立子宮內膜異位症全黨議會小組，支持該病的患者，提高觀眾對該病的意識。該小組由顏敏時任主席，艾瑪·哈迪（英語：Emma Hardy）、傑姬·道爾-普萊斯（英語：Jackie Doyle-Price）和漢娜·巴德爾（英語：Hannah Bardell）任副主席[43]。

1994年，顏敏時加入工業和議會信託（英語：Industry and Parliament Trust），2012年完成信託的研究生獎學金課程，在英國演藝學校（英語：Brit School）、獨立電視新聞和皇家歌劇院專修文化與創意產業。2014年任受託人董事會主席，2017年卸任[44]。

對哈維·溫斯坦性侵事件的評論 編輯

2017年10月，哈維·溫斯坦性侵事件發生後，一份有顏敏時簽名的聲明被曝光，聲稱對溫斯坦的指控「至少說是可疑的」，稱顏敏時認為「突然出現的不當行為指控完全不可相信」。顏敏時後來收回聲明，並對因此引發的不安致歉，稱聲明是工作人員未經授權發出的[45]。

2012年，顏敏時出版小冊子《1992：克服困難》（1992: Against All Odds!），講述自己1992年在巴兆敦選區競逐連任的過程[46]。該書在紀念92年大選20周年的下議院活動中發佈，時任首相甘民樂與保守黨人士出席[47]。

顏敏時與復興集團（Renewal Group）匯編小冊子《機會之黨》（Party of Opportunity），收錄13位自稱或出身於工人階級議員的小傳記，包括四位政府部長賈偉德、馬克·弗朗索瓦、麥樂賢和邁克·潘寧[48]。小冊子於2014年4月在下議院發佈[49]。《機會之黨》第二版於2015年1月發佈，由保守俱樂部協會（The Association of Conservative Clubs）贊助，收錄29位保守黨議員的文章[50]。

2020年12月，起早出版社（Luath Press）出版《口耳相傳：西敏生存指南》（Ayes & Ears: A Survivor's Guide to Westminster），收錄議員素描、重大演講、醜聞及局內人對議會重大事件的描述。2012年2月，該書入選議會圖書獎回憶錄/傳記類短名單[51]。

《黃銅眼》 編輯

顏敏時亮相時事惡搞電視節目《黃銅眼（英語：Brass Eye）》，在別人的糊弄下拍了一段廣告，以誇張口吻告誡人們小心所謂的東歐毒品「蛋糕」[52]。顏敏時後來在議員就「蛋糕」及真實存在的巧茶和Γ-羥基丁酸提問。對此，內政部長錯誤稱「蛋糕」是毒品3,4-亞甲二氧基-N-苄基苯丙胺（英語：3,4-methylenedioxy-N-benzylamphetamine）的綽號[53]。2001年，《黃銅眼》將這段廣告收錄進DVD，並應顏敏時的要求加入免責聲明，強調他不贊同使用娛樂性毒品[54]。

顏敏時在下議院投票時一般會跟隨保守黨的政策[55][需要非第一手來源]。他投票贊同2003年進攻伊拉克（英語：2003 invasion of Iraq），但事後批評工黨政府沒有找出將行動合理化的大規模殺傷性武器。外交政策方面，他是保守黨以色列之友（英語：Conservative Friends of Israel）領導成員。他是少數幾位支持彈劾貝理雅（英語：Parliamentary motion to impeach Tony Blair）的保守黨議員[56]。

2013年8月，顏敏時與30名保守黨員投票反對對敘利亞發動軍事行動。他後來說自己和同事們的投票立場之所以不同，是覺得如果以前投票反對向伊拉克發動戰爭，伊拉克的情況可能會完全不同[57]。顏敏時支持恢復死刑（英語：Capital punishment in the United Kingdom）[58]。他批評伊朗政府，支持伊朗反抗力量全國議會，公開為瑪麗亞姆·拉賈維（英語：Maryam Rajavi）的10點宣言背書[59][60]。顏敏時支持難民和尋求庇護者[61][62]。

顏敏時反對墮胎。2005年6月，顏敏時支持勞倫斯·羅伯森提出的《禁止墮胎（英格蘭及威爾斯）法案》（Prohibition of Abortion (England and Wales) Bill），該法案幾乎完全禁止墮胎[63][64]。進入下議院後，顏敏時通常情況下反對推動LGBT權利，包括反對平等同意年齡（英語：Age of consent reform in the United Kingdom）改革及同性婚姻[65][66]。

顏敏時主張改善動物福利及畜牧業。他從頭到尾投票支持禁止獵狐活動（英語：Legislation on hunting with dogs）及追獵野兔（英語：hare coursing），是保守黨動物福利基金會（Conservative Animal Welfare Foundation）的贊助人[67]。他還支持禁止用籠困住野鳥、動物試驗、養殖走私幼犬、停止運輸出口活體動物[68][69][70][71][72]。

顏敏時堅定的歐洲懷疑主義者，在英國去留歐盟公投前便公開支持英國脫歐[74][75]，指投票留下來是非常危險的大錯誤，認為「議會主權喪失」是英歐關係的最大負面影響[76]。顏敏時批評時任美國總統貝拉克·奧巴馬在與甘民樂會面時干涉英國去留歐盟公投，說奧巴馬「根本沒有干涉的權利」[77]。

顏敏時在2015年新年授勳（英語：2015 New Year Honours）中獲封下級勳位爵士[78]。他是帝國騎士學會學士（英語：Imperial Society of Knights Bachelor）[來源請求]。

在2011年Dods（英語：Dods Group）慈善冠軍獎（Charity Champion Awards）上獲得動物福利和環保冠軍（Animal Welfare and Environment Champion），由下議院議長柏爾勤在議長府國事廳頒獎，以表彰他動物福利方面的領導地位及承諾[79]。該獎項授予在解決動物福利和自然環境問題方面做出最大努力的議員[79]。

顏敏時與妻子朱麗婭·阿諾德有一個兒子和四個女兒。朱麗婭是丈夫的兼職個案工作者[82]。兒子小大衛（David Jr.）2005年在夜店朝一名男子的頭砸了一個香檳酒瓶，犯嚴重身體傷害罪，入獄四年[83]。二女凱蒂（英語：Katie Amess）是演員[84]。顏敏時是英超聯賽球隊韋斯咸聯的忠實擁躉，2016年5月在博林球場觀看球隊決賽[85]。

身為愛動物人士，顏敏時一家有多隻寵物。2016年，一家人收養獲救的巴哥犬利利（Lily）[86]。2021年，法國鬥牛犬薇薇安（Vivienne）接替利利，參加西敏年度犬展（Westminster Dog of the Year Show）[87]。
